Tamheer, officially Graduate Development, is HRDF’s workplace training programme for graduates. Eligibility does not mean an employer has selected you. HRDF’s individual application service sets out these requirements:
- Saudi nationality and registration with HRDF.
- Age 30 or younger, using the Gregorian calendar.
- Previous public- or private-sector work experience of no more than one calendar year, with no current employment in either sector.
- An accredited technical, health or administrative diploma lasting at least one academic year, or an accredited bachelor’s degree or higher. Overseas university qualifications require Ministry of Education equivalency.
- No HRDF ban or Tamheer exclusion, and unused training entitlement: at most two placements totalling six months.
Programme rules are different from a placement’s selection criteria. You may meet the programme requirements while a particular opportunity calls for a different major or skill. Read the actual description before preparing an application.
How Much Is the Tamheer Allowance, and How Long Is Training?

Training is full-time and on site, not remote or part-time, according to the official Tamheer FAQ. Consider commuting time and cost before accepting a distant placement.
How to Apply for Tamheer Through the Official Route
Start at HRDF’s Graduate Development application service, not an intermediary asking for your sign-in details.
- Open HRDF’s individual e-services and sign in through Nafath.
- Go to On-the-Job Training and register under the appropriate graduate qualification after reading the terms.
- Check your personal and education details. If something is incorrect, follow the platform’s correction route before proceeding.
- Browse opportunities, check their major, duties and location, then apply to suitable placements.
- Follow your applications, interviews and offers in your account. Submitting an application is not final acceptance.

Eligibility, an Application and an Offer Are Different Stages
Keeping these stages separate makes the process easier to understand:

- What work will I actually do? Look for concrete examples: reports, requests, system testing, interview coordination or data analysis.
- Who will review my work? A clearly identified supervisor gives you someone to learn from and ask for feedback.
- What could I explain by the end? Look for a skill or output you can later describe without taking confidential employer information.
- Can I commit to the location and schedule? A promising description may still be unsuitable for your travel circumstances.
For an information systems graduate interested in data analysis, supervised work cleaning data and preparing reports may be more relevant than an impressive title with unclear duties. This is a way to assess personal fit, not an official ranking of placements.
What Goes on a Tamheer CV With No Work Experience?
Do not invent a previous job. Use evidence from study, training or volunteering: a graduation project, a report you prepared, a tool you used or a task you completed in a team.
A useful starting order is:
- Name, contact information, city and target field.
- A short profile tied to the opportunity, rather than only “seeking a challenging environment.”
- Education, followed by relevant projects or previous training.
- Skills you can explain or demonstrate.
- Relevant courses and languages, with honest proficiency levels.

The example works because its tasks can be discussed in an interview, not because it uses impressive adjectives. If you are a Power BI beginner, do not claim proficiency simply because the opportunity requests it. State your actual level and project, if you have one.

Tailor Your CV to the Placement in Ten Minutes
Read the opportunity, identify three key tasks and find genuine evidence of your readiness for each. For example:

Do not list missing requirements as existing skills. Turn them into learning goals or consider a better-fitting placement. Repeating “Tamheer” throughout a CV is less useful than naming the field and showing relevant evidence.

Once Training Starts, Record Work You Can Explain
Each week, note a task you completed, the tool you used and what you learned from feedback. “Prepared a draft weekly report and checked the data with my supervisor” is more useful than “gained extensive experience.” Do not invent improvement percentages or counts you cannot substantiate.
On your CV, use a title such as “Tamheer Trainee — Human Resources,” followed by the organisation and actual dates. Do not describe a placement as underway while you are still waiting for an application response.

FAQ: Tamheer and Your Graduate CV
Does a good CV guarantee acceptance into Tamheer?
No. A CV explains your qualifications, projects and relevance to a placement. It does not replace eligibility rules or the employer’s selection decision. Prioritise clear, truthful information and be ready to discuss what you have written.
Can I call myself a Tamheer trainee before being accepted?
Do not list a placement you have not started as experience. Your profile can say “Accounting graduate seeking a training opportunity.” Add the actual Tamheer organisation and dates after starting, without presenting the placement as permanent employment.
Should my CV be in Arabic or English?
Follow the language requested in the opportunity first. If none is specified, choose the language that fits the duties and the organisation’s communication. You should understand and be able to explain every statement, rather than submit a translation that misrepresents your ability.
What if I have no projects or previous training?
Start with real coursework you can describe: research, a presentation, a spreadsheet analysis or volunteering. If you have no suitable example, complete a small project relevant to your field and label it as a personal project, not employment with a company.
Do I need a paid template or a perfect ATS score?
You do not need to buy a template simply to produce a clear CV, and no external ATS tool score guarantees acceptance. Use a readable layout, check your contact details and present relevant evidence without inventing skills to increase a number.
